Hey, I’m Andrew Mieure.
I am the founder and CEO of TS Elite Consulting LLC, a regulated industry focused consulting firm with an expertise in licensing, application processes, operational compliance, government relations, and risk mitigation. While I am not a lawyer or government regulator, I am comfortable working closely with both.
My first venture, Top Shelf Budtending, founded in 2015 has served over 80,000+ cannabis consumers nationwide and pioneered the “mobile budtending” business model that is still being replicated to this day.
I’ve been a frequently recognized subject matter expert quoted in Forbes, High Times, Rolling Stone, CNN, FOX, VICE, Newsweek, and many other well known news outlets regarding my insights related to on-site cannabis consumption operations, regulations, and the evolution of cannabis hospitality worldwide. You may have seen me serving cannabis to rapper 2 Chainz on VICELAND!
My clients are as diverse and unique as their niche; In fact, I’ve worked with boutique brands, family-owned businesses, large scale vertically integrated organizations, psychedelics startups, cannabis operators (dispensary, cultivation, manufacturing, and consumption lounge), hospitality groups, adult entertainment companies, and government agencies.

With 10+ years of experience advising, assisting, and developing “high risk,” highly regulated, “vice” businesses; I have built a trusted, reputable name within the industries that I serve.
With an impressive portfolio of clients spanning 20+ jurisdictions within the United States and internationally, I am a trusted figure within the many niche industries I have assisted with building. My expertise lies not just in obtaining and managing licenses, but all of the often complicated aspects required to operate and maintain a highly regulated “vice” business.

My Story
Humble Beginnings:
Growing up in rural Ohio taught me many things; the importance of hard work, building a tight-knit community, and being respectful everyone around me.
Back where I grew up, cannabis, psychedelics, and other (at the time) illegal substances were very much so frowned upon. Especially within my family where the grip of addiction was very well known. Not to mention the heroin epidemic that swept across the midwest at the time, taking the lives of many folks I grew up with.
Transformation:
In 2013, after graduating college, I made a choice to pack up and move across the country to join the burgeoning adult-use recreational cannabis industry in Colorado.
I began working in medical cannabis dispensaries where I gained invaluable knowledge of the cannabis industry. I was obsessed. I attended every networking event I could, learned everything possible at the time, and started my own company.
In 2015 I formally formed my business entity, starting my journey as an entrepreneur.
This business venture provided me the privilege of serving tens of thousands of cannabis consumers across the United States, and led to a deep understanding of highly regulated products, markets, and regulatory framework.
Professional Evolution:
My experience working within the Colorado cannabis industry led to me discovering a passion for the deep work related to highly regulated industries, I began to work with consultants, regulators, stakeholders, and businesses owners.
This is where I noticed there was a strong lack of commitment, poor content, and sub par results from consultants serving regulated industries. I knew I could do better, so I set out to prove it.
These industries are brand new, generally untouched, and much like building an airplane as we are flying it.
In 2017 I moved to Las Vegas and set out as an independent consultant where I was able to expand and hone my skillset for regulated vice industries. Around this time, I began to win licenses for clients in highly competitive markets across the United States. As the wins for my clients grew, my confidence did as well.
Las Vegas has allowed me to help shape some of the most influential cannabis consumption lounge regulations in the world, and branch out into other highly regulated industries, due to the unique policies and attitudes related to vice-related industries.
Working alongside law firms, government agencies, and private businesses I’ve had the pleasure of working across the globe with some of the most well-known regulated vice brands in the world, shaping the “vice” industries of the future.
